Kigali Launches National CyberHub to Build Cybersecurity Skills

On 2 October 2025, the Government of Rwanda, in partnership with international and private sector actors, unveiled a national CyberHub in Kigali. The centre is designed to serve as a training hub for cybersecurity talent, a platform for digital innovation, and an incubator for startups specialising in cyber defence.

The CyberHub will provide advanced labs, mentorship, and links to universities and global tech companies. It aims to strengthen Rwanda’s domestic digital resilience while positioning Kigali as a regional node for cyber capacity.

Strategic Significance

  • Core Infrastructure: Cyber capacity is now regarded as critical economic infrastructure. Strong digital defences underpin e-commerce, government services, and national competitiveness.
  • Investment Climate: Building a skills pipeline reduces enterprise risk, lowers premiums on digital investment, and helps attract foreign direct investment (FDI) into Rwanda’s ICT sector.
  • Human Capital Development: Training local cyber professionals strengthens resilience, decreases dependence on external contractors, and expands youth employment opportunities.
  • Regional Leadership: In a context of rising cyber threats across Africa, Kigali is positioning itself as a regional hub for both digital defence and innovation.

Outlook

  • In the short term, the CyberHub will prioritise training and incubation of cyber-focused startups.
  • In the medium term, Rwanda could leverage the hub to extend capacity-building services to neighbouring states, boosting its regional diplomatic and economic influence.
  • Over the long term, Kigali could consolidate the CyberHub into a continental reference point for cyber innovation, contingent on stable financing and strategic global partnerships.
